mom. she told them the girl's father, dustin brown, had agreed to waive his parental rights. when veronica was born, it was matt who cut the umbilical cord. ever since, she lived with them in south carolina. >> i guess people think that we're not supposed to love her until the ink is dry. we're supposed to kind of care for her until, you know, everything is years down the line and she's adopted. >> reporter: they were heartbroken when just four months after they brought veronica home, her biological father filed for paternity and custody, even though he had already signed a legal document saying he would not contest veronica's adoption. he was able to do so thanks to a little-known federal law from 1978 called the indian child welfare act. you see, brown is part cherokee and a member of the cherokee nation, which means veronica is part cherokee, too. congress passed the law after finding 30% of indian children were being removed from their homes and almost all of them were being placed with non-indian families. the law is designed to keep indian children with indian family members

happened in britain two years ago when gordon brown raised the highest tax rate from 40% to 50%. the number of millionaires reporting income for tax purposes went from 16,000 down to i think 6,000. they're losing all sorts of money and it's a double dip recession. these guys, it's just incredible what they're doing. they think that if you tax job creators, job creators are going to create more jobs. it's crazy. >> how can you have new businesses, how can you have new ventures without capital? it's the basis of the system. >> you can't. >> and if you're penalizing capital with higher tax rates, as we are across the board, how can this possibly lead to economic growth and job creation? no one's really talking about this. >> it's exactly right. you fine people for speeding to get them to slow down and not speed. you raise taxes on cigarettes to get people to stop smoking. yet now you're going to raise taxes on rich people and job creators to get them to do what? create more jobs? this is just double think craziness. >> here's the killer question for you. the killer question. >> i'm ready. >> g

allen already downgrade. costco downgraded by fitch. brown foreman was slapped around by s&p with a downgrade. carnival got hit with a credit negative rating from moody's so on and on and on. here's the deal. we're seeing 173 companies issuing dividends. this is and indicator taxes could be go up. 2 1/2 times the rate we saw of companies issuing special dividends in 2010 when bush rates were threatened to be revoked back then including dividends. interesting part of the story executives who championed fair share, americans should sacrifice like the cofounder of costco, jim senegal is getting a special dividend and saving $4 million in taxes along with the rest of the board. the board overall is saving eight million bucks on early $29 million payout. the 1%, corporate insiders who see the cash on the balance sheet, see the tax hikes coming are saying you know what? give me the special dividend now so we don't have to pay increased tax. >> costco hitting a all-time, 52-week high today. >> that's right. sandra: thanks very much, liz macdonald. david: today is the anniversary o
